ein Ansatz zur Stärkung gesellschaftlicher Kommunikationstrukturen zur Friedenssicherung / an approach to strengthening social communication structures for peacekeeping

Unter dem Hashtag #AllEyesOnISIS bereitete im Juni 2014 die ISIS „Social Media Division“ den Angriff auf die irakische Metropole Mosul vor, verstärkt von einer Armee aus Twitter-Bots. Die unter diesem Hashtag geposteten fürchterlichen Folter-Videos verbreiteten sich viral und füllten die Bildschirme von Millionen Nutzern, auch die der Verteidiger Mosuls. Auf diese Weise erfüllten sie ihren Zweck: #AllEyesOnISIS hatte die Wirkung eines unsichtbaren Artillerie-Bombardements, in seiner Folge konnten 1500 ISIS-Kämpfer ohne einen Schuss abzufeuern 60.000 irakischen Polizisten und Soldaten aus der Stadt vertreiben. Ähnliches scheint sich im Herbst 2021 in Afghanistan abgespielt zu haben. //

Under the hashtag #AllEyesOnISIS, the jihadist „social media division“ prepared the attack on the Iraqi metropolis of Mosul in June 2014, reinforced by an army of Twitter bots. The horrific torture videos posted under this hashtag went viral, filling the screens of millions of users, including those of Mosul’s defenders. In this way, they served their purpose: #AllEyesOnISIS had the effect of an invisible artillery bombardment. And in its aftermath, 1500 ISIS fighters were able to drive 60,000 Iraqi police and soldiers out of the city without firing a shot. Something similar appears to have happened in Afghanistan in the fall of 2021.

Dieses Beispiel ist nur eines unter vielen, das zeigt, wie effektiv Extremisten in allen Teilen der Welt soziale Medien und elaborierte Kommunikationsstrategien einsetzen. Insbesondere in der aktuell umkämpften Sahelzone werden solche Strategien eingesetzt, um Länder und Regionen zu destabilisieren. Dazu werden sog. Narrative verbreitet, in denen Desinformation, Hass und Propaganda zu Erzählungen kombiniert werden, die an bestehende Ängste, Vorurteile und Bedürfnisse der lokalen Bevölkerung anknüpfen. Als Ergebnis wird das Vertrauen in Institutionen und Mitbürger:innen beschädigt und Konflikte zwischen Bevölkerungsgruppen befeuert. //

This example is just one among many that shows how effectively extremists in all parts of the world use social media and elaborate communication strategies. Especially in the currently embattled Sahel region, such strategies are used to destabilise countries and regions. To this end, so-called narratives are disseminated in which disinformation, hatred, and propaganda are combined to create narratives that appeal to existing fears, prejudices, and needs of the local population. As a result, trust in institutions and fellow citizens is damaged and conflicts between population groups are fueled.

Diesen Entwicklungen so früh wie möglich entgegenzutreten, ist der aktuelle Ansatz des Projekts „Narrative Management“, das die unter Leitung der Hanns-Seidel-Stiftung mit Partnern wie der Freien Universität Berlin und Project Lighthouse Africa im Augenblick in Ghana und Gambia in Westafrika verfolgt wird. In diesem Projekt wird erstens ein Schwerpunkt auf das Verstehen und Stärken der  Kommunikation zwischen Bürger:innen und anderen relevanten Akteuren in gefährdeten Regionen gelegt: Nach einer wissenschaftlichen Datenerhebung wird ein Trainingskonzept entwickelt und umgesetzt, um Journalist:innen, Bürger:innen und anderen relevanten Akteuren zu erlauben, Propaganda und Desinformation selbst zu erkennen und in ihren persönlichen Kommunikationsnetz-werken selbst verlässliche Informationen zu finden und zu verbreiten. Zweiter Schwerpunkt soll die Integration möglichst aller Akteure internationaler Sicherheits- und Entwicklungsarchitektur sein, um diese für diese besonders relevante Kommunikationsdimension zu sensibilisieren, sie in die Aktivitäten des Projekts einzubinden und zu verhindern, dass sich Projekte konterkarieren oder doppeln. //

Countering these developments as early as possible is the current approach of the „Narrative Management“ project, which is being pursued in Ghana and The Gambia in West Africa under the leadership of Hanns-Seidel-Foundation with partners such as Freie Universität Berlin and Project Lighthouse Africa. First, this project focuses on understanding and strengthening communication between citizens and other relevant actors in vulnerable regions: After a scientific data collection, a training concept will be developed and implemented to allow journalists, citizens and other relevant actors to recognize propaganda and disinformation themselves and to find and disseminate reliable information in their personal communication networks. The second focus is to integrate as many actors as possible in the international security and development architecture in order to sensitize them to this particularly relevant communication dimension, to involve them in the project’s activities and to prevent projects from counteracting or duplicating each other.

Ziel des vorläufig auf drei Jahre angelegten Projekt soll es sein, Journalisten, Bürger, staatliche und nichtstaatliche Akteure in ausgewählten Projektcommunities sowie internationale Entwicklungs- und Sicherheitsinstitutionen im Umgang mit Desinformation, Hate Speech und Propaganda zu schulen und die entsprechenden Regionen resilienter gegen Destabilisierung zu machen damit die Sicherheitssituation zu verbessern. //

The aim of the project, which will run for an initial period of three years, is to train journalists, citizens, governmental and non-governmental actors in selected project communities, as well as international development and security institutions, in dealing with disinformation, hate speech and propaganda, and to make the relevant regions more resilient to destabilization, thus improving the security situation.

Es ist geplant, das Projekt über die zwei aktuellen Projektregionen Nord-Ghana und Gambia hinaus auszuweiten und weiter Länder sowie relevante Akteure einzubeziehen.//

It is planned to expand the project beyond the two current project regions of Northern Ghana and The Gambia to include additional countries and relevant stakeholders.
